Enclosed is timely and essential information about MAVA Leadership Academy Two that will be starting in October of 2022.

As top administrators continue to retire, there is a critical need to prepare new vocational-technical education leaders. MAVA Leadership Academy Two is an intensive professional development program created by our Association to prepare individuals who have the intention and potential to become Superintendent-Directors and Assistant Superintendents. The program is also supportive of new CTE Directors or CTE Principals that may be in a new position and not have had robust CTE opportunities in their former position(s).

Funding for the Leadership Academy II is provided through MAVA’s operating budget and tuition from schools who send participants. Many schools have used their federal Perkins funding to support accepted participants in this program.

As you think about future leaders in your school, I urge you to support their participation in Leadership Academy Two. I also strongly encourage you to identify individuals from diverse races, ethnic groups, or other special populations who you know have leadership talent and invite them to apply for a position in Leadership Academy Two. Doing so will help us build leadership teams in our schools that better represent the student populations we serve.

You may nominate one (1) primary candidate who you believe would benefit most from this type of collegial growth experience. You may also nominate one (1) secondary candidate. Space is limited. Nominations must be received by the due date listed. Applications received after that date will only be considered if there is enough space.

In closing, I want to take this opportunity to thank the MAVA staff members and volunteers who built this program. It is an important program – one we can be proud of – and it fills a critical need. It is exactly the kind of targeted professional development program that will help keep the Massachusetts vocational technical education system strong and vibrant in the years ahead.

Leadership Academy Two

DESCRIPTION – 2022 LEADERSHIP ACADEMY FOR ASPIRING SUPERINTENDENTS AND ASSISTANT SUPERINTENDENTS

The information below is provided so that school districts and potential Leadership Academy candidates will have a full understanding of the Leadership Academy Two and how it functions.

Organization. This program has been developed under the auspices of the MAVA Board of Directors, the Massachusetts Association of Vocational Administrators, and participating school districts. Edward Bouquillon will serve as the Coordinator of the 2022-2023 Leadership Academy. Leadership Academy Two is an intentional preparation for the superintendency and participants will be expected to attend school committee meetings, town meetings as applicable and other in-district meetings in support of the Superintendent and his/her needs. Superintendents and mentors are expected to provide these opportunities to their nominees.

Eligibility. This program is designed for directors, assistant directors, department leads, assistant principals, principals and other administrators currently employed in our vocational-technical schools with Chapter 74 programs who aspire to be leaders in career and technical education. Candidates must be committed to professional growth and, in the most cases are nominated by their Superintendent. In the case of comprehensive districts offering Chapter 74 approved programs, the candidate may be chosen by another administrator in the district. Newly appointed executive level administrators who have not previously attended a Leadership Academy are eligible. Completion of Leadership Academy One is highly recommended but is not specifically required. Applications from CTE administrators from other states or school districts outside of CTE are welcome to apply. Tuition is adjusted for these applications once accepted and is noted below.

Superintendents of regional vocational-technical high schools and agricultural schools are encouraged to nominate candidates. Administrators and Directors of vocational-technical programs housed in local high schools are encouraged to nominate candidates as well.

Schools with specific needs may nominate two candidates, but one candidate must be designated as primary. Admission of the second candidate will be considered, space permitting, after all primary candidates have been acted upon.

Selection of Candidates. The Leadership Academy coordinator reviews all nominations and approves candidates for enrollment in the program.

Schedule. The Leadership Academy Two schedule includes twelve (12) full day training sessions. To minimize time out of the building, day one is on Friday and day two is on Saturday. The first day of each two-day session will include an after-dinner session in the evening.

Late June- Connecting for Success Conference

Attendance at the Fall 2022 and Spring 2023 MAVA General Membership Meetings

NOTE: Weekend Sessions will run from 8:00am – 4:30pm on Friday, with an evening dinner session from 6:00pm to 9:00pm and on Saturday 8:00am – 4:30pm on day two.

Costs. The tuition fee is $5000 for each candidate from a fully paid MAVA institutional member school and $6,000 for each candidate from all other schools. Fees are paid by the sponsoring school district. Each sponsoring school district will be invoiced directly by MAVA. The tuition fees Includes all training, facility and audio-visual services, lunch, AM and PM breaks, and dinner on 1st day of each two-day training, and on the 2nd day, AM and PM breaks and lunch.

The candidate is responsible for making and paying for hotel rooms. Group rates will be negotiated, and proposals are being solicited.

Costs for lodging and transportation may be eligible for reimbursement to the participant. Participants should check with their school administration regarding professional development leave and potential reimbursement for these expenses.

Expected Number of Participants. One qualified candidate from each school will be accepted before a second candidate is admitted. Space is limited.

Location of Training. The Devens Common Center in Devens, Massachusetts, will be the site of most Leadership Academy Two sessions. Each candidate will be responsible for making his or her own hotel reservations.

Professional Credit. Participants who successfully complete the program may earn up to 500 PDPs to be awarded by each participant’s school district in accord with their policies. Certification for the PDP hours will be provided by the Academy Coordinator.

Required Materials. Participants must have access to local school policies, the school budget, the school improvement plan, the regional agreement (if applicable), the collective bargaining agreements with teachers, custodial staff and other school publications deemed useful to an administrator. Each participant will also be required to have the Superintendent or designee from his/her school who will serve as a mentor for the duration of the Leadership Academy. Again, Leadership Academy Two is an intentional preparation for the superintendency and participants will be expected to attend school committee meetings, town meetings as appropriate and other in-district meetings in support of the Superintendent and his/her needs. Superintendents and mentors are expected to provide these opportunities to their nominees.

Participants and mentors must have an e-mail account and must be able to communicate electronically.

· Candidate Response and Agreement to Conditions Form provided by the candidate

NOTE:

· Enrollment in MAVA Leadership Academy Two is limited. Applications will be date stamped and will be considered and acted upon in the order they are received. Late applications may be considered, but space is not guaranteed. Incomplete applications will not be considered.

· MAVA Leadership Academy Two will follow pandemic safety protocols re: enrollment capacity, use of masks, etc.
